Vladimir Putin, in particular, is trying to make sure that Russia does not lag behind the existing widespread competition between major powers such as the United States of America, China, the European Union and even India with regards to being present in the African Continent, to reintroduce Russia as a superpower with an effective trans-regional and international performance and to rebuild ties with the continent. The first Russia-Africa Summit took place in the city of Sochi, Russia, on 23 and 24, October 2019, which was attended by heads of states from all over Africa as well as the leaders of key regional associations and organizations of a number of African countries and served as an opportunity for consolidating Russia’s footsteps in this continent. A number of deals to the tune of more than $ 12.5 billion were struck on the sidelines of the summit. In the opinion of the Russian president, the African Continent has vast reserves of natural resources and manpower and is uniquely attractive, and Russia, with a long history of relationship with African countries, is considering the expansion of comprehensive political, economic and cultural relations with this continent. In this paper, efforts have been made to analyze, in a descriptive way, the Russian foreign policy and its new approach towards the African countries and their existing capacities and to examine the effects of this new approach on the expansion of cultural relations between the two sides.}, keywords = {soft power,Cultural Diplomacy,Russia,Russian World Foundation (Russkiy Mir Foundation),Africa,Cultural Relations}, title_fa = {چشم انداز قدرت نرم روسیه در آفریقا}, abstract_fa = {روند سیاست خارجی روسیه، در توجه به آفریقا نشان از آن دارد که مسکو با جدیت به سوی گسترش روابط همه جانبه با کشورهای آفریقایی و نفوذ بیش از پیش در این قاره تلاش می کند. به ویژه شخص «ولادیمیر پوتین» سعی دارد از رقابت گسترده ای که بین قدرتهای بزرگ نظیر آمریکا، چین، اتحادیه اروپا و حتی هند برای حضور در آفریقا وجود دارد، بازنماند و روسیه را به عنوان یک ابرقدرت با عملکرد موثر فرامنطقه ای و بین المللی بار دیگر به جهان بازشناساند. نخستین نشست روسیه و آفریقا در اول آبان سالجاری(23 اکتبر 2019) در شهر «سوچی» برگزار شد که روسای همه کشورهای این قاره و همچنین رهبران انجمن‌ها و سازمان های مهم منطقه‌ای قاره سیاه حضور داشتند، فرصتی برای محکم شدن جای پای روسیه در این قاره بود و در حاشیه این نشست قراردادهایی به ارزش بیش از 12 میلیارد و 500 میلیون دلار امضا گردید.     از نظر رئیس جمهوری روسیه؛ قاره آفریقا دارای ذخایر عظیم منابع طبیعی و نیروی انسانی است و جذابیت بی‌نظیری دارد و روسیه با پشتوانه ای از سابقه حضور در آفریقا، توسعه روابط همه جانبه سیاسی، اقتصادی و فرهنگی با آفریقا را در مد نظر دارد. در این نوشتار تلاش می شود تا به صورت توصیفی، با تحلیل سیاست خارجی روسیه در برابر ظرفیت های قاره آفریقا، رویکرد جدید این کشور و آثار آن را در توسعه روابط فرهنگی تبیین نمود.}, keywords_fa = {قدرت نرم,دیپلماسی فرهنگی,روسیه,بنیاد جهان روسی,آفریقا,روابط فرهنگی}, url = {https://www.culturalrelation.ir/article_38229.html}, eprint = {https://www.culturalrelation.ir/article_38229_9cfd0e057af1fbb2d88e9a0525c22a6a.pdf} }
